Basically, the bounty program is for 3rd party developers and security experts to help Microsoft keep their products free from bugs and security vulnerabilities. Through responsible disclosure, Microsoft will match the reported bugs and security vulnerabilities with certain amount of money as a reward.

As per Microsoft: “Microsoft retains sole discretion in determining which submissions are qualified, according to the rules of each program. If we receive multiple bug reports for the same issue from different parties, the bounty will be granted to the first eligible submission. If a duplicate report provides new information that was previously unknown to Microsoft, we will award a differential to the person submitting the duplicate report.”
